Ilkan Aliyev was born on 28 July 1996.
He received his primary and secondary education between 2003 and 2014 at Secondary School No. 9 in Khirdalan, Absheron district.
From 2014 to 2018, he studied Finance at the Faculty of Finance and Accounting of the Azerbaijan State University of Economics (UNEC).
Between 2018 and 2020, he completed his master’s degree in Business Administration (Finance specialization) at the UNEC Business School.

Since 2021, he has been serving as the Chairperson of the Student Trade Union Committee of the Azerbaijan State University of Economics (UNEC).
He has been a member of the New Azerbaijan Party since March 2016.
He is also a member of the Board and Council of the Youth Union of the New Azerbaijan Party for the Sabail District.
Since 2017, he has been the Student Coordinator of the UNEC Primary Territorial Organization of the New Azerbaijan Party in the Sabail District.
Between 2016 and 2018, he worked as an intern at the UNEC Career Center.

He was awarded a Certificate of Honor by the New Azerbaijan Party (NAP) Sabail District Organization for his active participation in the awareness and outreach campaign related to the Presidential Election of the Republic of Azerbaijan held on April 11, 2018.
In 2021 and 2023, on the occasion of February 2 – Youth Day of Azerbaijan, he was again awarded a Certificate of Honor by the NAP Sabail District Organization.
In 2016 and 2018, for achieving high academic results during examination sessions and for his active engagement as a trade union activist, he was awarded a named scholarship by the Republican Committee of the Azerbaijan Trade Union of Education Workers.

In 2021, he was awarded a commemorative badge on the occasion of the 100th anniversary of the Republican Committee of Education Workers.
In February 2022, in recognition of his distinguished social and public activities, he was awarded the title “Young Person of the Year” by the NAP Sabail District Organization.
In 2016, 2017, 2018, and 2019, he was awarded a Certificate of Honor by UNEC Rector Adalat Muradov.
In 2021, 2022, and 2023, he received Letters of Appreciation from UNEC Rector Professor Adalat Muradov.
In 2023, he was awarded a Certificate of Honor by Mukhtar Nagiyev, Chairman of the NAP Sabail District Organization.
