Cabbar Huseynli was born in 1997 in the city of Nakhchivan.
He completed his secondary education at Secondary School No. 13 in Nakhchivan.
In 2014, he was admitted to the Azerbaijan State University of Economics (UNEC), where he studied Finance at the Faculty of Finance and Accounting.
During the 2017–2018 academic years, he served as the Student Rector of UNEC.
